MASJID PUTRA HEIGHTS
Masjid Putra Height first meeting was conducted. On that meeting, it was tabled to create a committee to support the fund collection activities. Committee then were proposed and elected based on the resident that turn up.
It was a historic day where the offical launch of the Masjid Putra Heights Construction Fund (Tabung Pembinaan Masjid Putra Heights). It was launched by YB Dr. Siti Mariah Mahmud, Member of Parlimen Kota Raja. The first estimated target was to collect approximately MYR 15,000,000 (15 Million Ringgit) to build Masjid Putra Heights (MPH).
MPH Construction Fund managed to get approval from various government body that permits fund collection from public for the future Masjid Putra Heights.
The first mark where MPH Construction Fund reached the first 1 Million Ringgit. It became a commendable milestone that later boosted the collection fund at a faster rate.
The momentum for collection was carried on and the fund grew to its 3 Million Ringgit mark.
MPH collection fund doubled in a span less than 1 year into becoming the total of 6 Million Ringgit. Apart from that, the process for application to build a mosque in Putra Heights was filed towards Majlis Perbandaran Subang Jaya (MPSJ). It is covering the Plan Authorization (Kebenaran Merancang) and Building Plan Approval (Kelulusan Pelan Bangunan). The application was covering 3 phases structure; which was (1) 2 storey mosque that can cater to 4000 worshipper (jamaah), (2) a multipurpose hall and (3) a multipurpose block for religious classes and staff accomodations.
The state government grant approval to contribute RM 5 Million Ringgit fund for MPH. It resulted the collection to hike drastically to RM 11 Million Ringgit mark. The rule from Jabatan Agama Islam Selangor (JAIS) is that, the construction can only started if the fund collected reached 70% from the overall construction cost. This marked as a start of the MPH construction process.
Original budget 15 Million Ringgit mentioned before was planned for only the main mosque building, SDP mentioned that they agreed to fund the rest of the phases with this 15 Million Ringgit fund contribution.
Preliminary Quotation request process started as a private construction. Quotation requested to all contractors that would like to participate.
Selangor State Government that was led by YAB DATO' SERI MOHAMED AZMIN BIN ALI announced that they would like to contribute 14 Million Ringgit for MPH Construction Fund based on 2017 Selangor State Budget. The fund allocation will only commence after MPH project being handed over to Jabatan Agama Islam Selangor (JAIS) and Jabatan Kerja Raya (JKR). It will also be build under JAIS and JKR control. With the mentioned announcement, Sime Darby Property (SDP) withdrew their planned fund contribution and giving the way to Selangor State Government to takeover the overall project. Total fund collected reached the 25.5 Million Ringgit mark.
Sime Darby Property (SDP) agreed to contribute 1 Million Ringgit as part of their community service activity to MPH construction fund. New total collected became 26.5 Million Ringgit.
MPH Construction Committee Agreed to Transfer MPH Construction Project to Jabatan Agama Islam Selangor (JAIS) and to be build by Jabatan Kerja Raya (JKR) with an early estimated cost of 27 Million Ringgit.
Early preparation by Jabatan Agama Islam Selangor (JAIS) and Jabatan Kerja Raya (JKR) are being done. New Preparation Plan (Pelan Perancangan) and re-approval from various agencies is to be gained due to the project being considered as a Selangor State Government project.
Tender for overall MPH construction being issued by Jabatan Kerja Raya (JKR) based on target cost of 27 Million Ringgit. All JKR registered contractor are welcomed to bid.
Mizura Sdn. Bhd. won the bid with Jabatan Kerja Raya (JKR) and on this day the MPH site is officially transfered to the mentioned contractor in order to start construction works. JKR specified that the construction need to be carried out within 130 weeks timeframe. The estimated date of construction completion will be on 7 May 2020.
The Qiblah direction is an important part of the construction process in order to make sure that the structure to be build is positioned and oriented in a correct position. This activity was jointly executed by Selangor Mufti Department, Architect Representative and the appointed contractor; Mizura Sdn. Bhd.
Today marks the day that Selangor Chief Minister, YAB DATO' SERI MOHAMED AZMIN BIN ALI officiate the ground breaking ceremony at the MPH site location. The ceremony that took place was reported by various type of media and was aired in local television station during the primetime news.
A briefing session was organized by MPH Construction Committee and targetted to all residents in Putra Heights in order to explain about the status of the MPH construction.
Moving through the construction period, Mizura Sdn. Bhd. reported that MPH construction status was recorded at 84% completed and it is having a slight delay which can be overcome. The target completion were maintained as before on 7 May 2020.
Due to COVID-19 Virus outbreak, Malaysia Government announced the Movement Control Order (MCO) or 'PKP' to all sectors in Malaysia and all individuals. This resulted that MPH construction was totally stopped. There about 30 labour workers from Mizura Sdn. Bhd. construction are stranded at MPH site and unable to do any work.
Conditional Movement Control Order (CMCO) or PKPB was announced by Malaysian Government that allows few selected sector to re-start their activity under a very strict standard operating procedure (SOP). Due to the SOP guideline, MPH construction still did not qualify and was not approved to re-start construction. By this time, the construction momentum had already loss and resulted a 3 months delay in order to complete the remaining construciton works that needed to be done.
All the funds that was collected are from various sources which were from State Government contribution, Private Companies contribution, Donation Box, Charity Events and Activities, Resident Donation Campaign, Wakaf Certificates, Individual Zakat contribution, Individual Personal contribution and others. Total collected amount was 29 Million Ringgit. The surplus of the fund wiil being allocated for various item which are not covered as part of contract by Jabatan Kerja Raya (JKR). There are; moveable furniture for the mosque, rooms and other buildings in MPH site, Lanscaping, interior decoration and maintenance gear. After that, if there is still some additional surplus; it will be handed over to the future mosque committee to cover some of the MPH operating cost.
